In terms of hydrogen energy, the "Plan" states:
1. Basic principles
1. Clean energy. Further increase the proportion of renewable energy such as solar energy, wind energy, ocean energy, geothermal energy, and clean energy such as nuclear energy and hydrogen energy, and expand the utilization of potential alternative energy such as ammonia energy.
2. Low carbonization of raw materials. Accelerate the replacement of low-carbon raw materials in key industries such as petrochemicals, chemicals and steel, increase the proportion of natural gas, light hydrocarbons, biomass and other raw materials in the petrochemical industry, increase the scrap ratio in the iron and steel industry, and promote the replacement of carbon with hydrogen in the smelting process.
2. Actions for cultivating green and low-carbon industries
(1) Focus on the high-end of the industry and lead the competitive track

Strengthen green high-quality steel, consolidate the technical advantages of high-efficiency silicon steel, nuclear power steel, superalloy and other products, and make breakthroughs in new energy vehicle drive motors and battery steel, high-efficiency transformer core soft magnetic materials and other technologies. Cultivate a low-carbon metallurgical industry ecology, and form a steel-related green and low-carbon industry dominated by hydrogen energy, new materials, smart manufacturing process equipment and circular economy.

6. Hydrogen energy industry. Support multi-scenario and multi-field commercial demonstration applications of fuel cell heavy trucks, buses, and cold chain logistics vehicles, and drive the development of upstream industrial chains such as fuel cell systems and core components. Make full use of industrial by-product hydrogen resources to build major hydrogen supply bases in Jinshan and Baoshan; build industrial practice areas in Lingang, Jiading and Qingpu to enrich application scenarios; carry out megawatt-level wind power, photovoltaics and other new energy electrolysis water for hydrogen production integration and Demonstration of application, and the pilot project of "ammonia-hydrogen" green energy application. Promote the mass production of low-cost large tow carbon fibers, breakthroughs in the industrialization of high-strength and high-modulus carbon fibers above T800, and tackle key problems in carbon fiber resin technology, and explore the application of carbon fibers in new carbon core energy-saving wires, hydrogen storage containers and other fields. Promote high-temperature superconducting cables and support the application of high-temperature superconducting technology in nuclear fusion and other fields. Carry out research and application of photocatalysis in pollution control and other fields. Develop low-carbon chemical industry, and promote the application and demonstration of natural gas and carbon dioxide to prepare synthesis gas and light hydrocarbon cracking technology.

(1) Accelerate the construction of a hydrogen energy demonstration and practice area with the goal of agglomeration development
Promote the construction of Jiading Hydrogen Energy Port, form key components, systems, vehicles and other industrial clusters, establish a hydrogen fuel cell vehicle measurement and test platform, build a hydrogen fuel cell vehicle industry chain, and create a fuel cell vehicle industry ecology with complete infrastructure. Relying on Lingang International Hydrogen Energy Valley, focus on the manufacture of fuel cell vehicles, heavy-duty gas turbines, and aero-engines, accelerate the construction of an integrated station for hydrogen production, hydrogen storage, and hydrogenation, carry out the industrialization and pilot testing of water electrolysis equipment, and develop hydrogen energy in transportation. , energy, construction and other fields of comprehensive utilization pilot demonstration.
(3) Accelerate the construction of "Baowu (Shanghai) Carbon Neutral Industrial Park" in the direction of innovation and development
Relying on relevant enterprises, professional institutions and industry alliances, focus on technological breakthroughs such as hydrogen-rich carbon cycle blast furnaces and hydrogen-based shaft furnaces, create a leading demonstration of carbon-neutral characteristic industry clusters, introduce world top 500 R&D institutions and business sectors, and establish low-carbon and carbon-reduction R&D and transformation platform, attracting "specialized and new" enterprises, and introducing diversified social capital.
(4) Accelerate the construction of "Green and Low-Carbon Demonstration Park in Shanghai Chemical Industry Zone" with low-carbon hydrogen source + new materials as the core
In the Shanghai Chemical Industry Zone, a diversified hydrogen source supply model is formed, the utilization of by-product hydrogen is increased, the biogas hydrogen production is carried out, and the electrolysis of wind energy and other renewable energy sources for hydrogen production is explored. Focusing on building Shanghai International Chemical New Materials Innovation Center, accelerate the incubation and application of lightweight and high-strength materials, new energy materials, hydrogen storage and transportation materials, fuel cell materials, and carbon dioxide recycling technologies. Promote the application of natural gas and light hydrocarbons to replace coal and petroleum-based chemical raw materials, and encourage enterprises to increase the proportion of bio-based and waste-based raw materials.
(5) Cultivating and constructing several potential parks by means of step-by-step advancement
Deploy a number of potential parks, increase cultivation and improvement, and promote them to become characteristic parks or boutique micro-parks. The Carbon Capture and Utilization Demonstration Park will carry out technological breakthroughs such as a new generation of carbon dioxide capture, and promote the demonstration of carbon nanotubes and composite materials from carbon dioxide. Qingpu Hydrogen Energy Economic Ecological Park builds a hydrogen energy vehicle industry chain. The Lingang Remanufacturing Industrial Park develops the remanufacturing of auto parts, construction machinery, medical equipment, gas turbines and other equipment. The Changxing Low-Carbon Innovation Industrial Park promotes the research and development of tidal power generation technology, the production and manufacture of LNG ships, and the development of green marine equipment and green transportation industries.
